After a long career in the service of the Empire, Richard Luce was appointed Governor of Gibraltar over the period 1997 to 2000. In this extract from his interview he talks about the challenges of taking up the appointment, the complexities of establishing a self-determining overseas territory and his love for the people of Gibraltar.
